Microsoft Collaborates With EFCC To Fight Cyber Crime

The Federal Government of Nigeria has signed a groundbreaking agreement with Microsoft Nigeria in a strategic move to intensify the fight against computer and internet-based fraud and crime in the country.

Under the terms of the Memorandum of Understanding (MoU)—the first of its kind between Microsoft and any African government—the Economic and Financial Crimes Commission (EFCC) will collaborate with Microsoft to foster a secure and legally sound environment for technology development in Nigeria.

Neil Holloway, President of Microsoft Europe, Middle East, and Africa, who signed the agreement on behalf of Microsoft, emphasized that the initiative is designed to enforce Nigeria’s cyber laws and attract Foreign Direct Investment (FDI), thereby promoting sustainable economic growth.

“This agreement shows how public-private partnerships can be formed to address challenges like spam, phishing, spyware, financial scams, malicious code, and counterfeiting,” Holloway explained.

On behalf of the Nigerian government, Mallam Nuhu Ribadu, EFCC Executive Chairman, signed the MoU and lauded Microsoft as a “committed, reliable, and value-conscious partner.” He stressed that such collaboration is critical to the EFCC’s mission of combating cybercrime in Nigeria.

Ribadu noted that the EFCC continues to lead the fight against cybercrime through investigations, arrests, prosecutions, asset recovery, and public education. The Commission’s Advance Fee Fraud Section is currently handling hundreds of investigations and is actively prosecuting over 50 cases involving nearly 100 accused individuals across courts in Nigeria.

As part of the MoU, Microsoft will support the EFCC through technical training and information sharing, equipping the Commission with expertise to counter evolving digital threats.

Okey Ikpe, Microsoft’s Public Sector Manager for Nigeria and Ghana, described the partnership as a landmark moment for both Microsoft and the Nigerian government. He highlighted that one of President Obasanjo’s major initiatives is the fight against corruption, with the EFCC playing a central role in investigating financial crimes and preventing IT-related misdemeanors.

“We’ve witnessed a troubling rise in internet-related crimes from Nigeria—most notably the infamous ‘419 scams’,” Ikpe said.

This partnership marks a significant step forward in Nigeria’s commitment to cybercrime prevention and sets a powerful precedent for technology-driven legal reform across Africa.
